ACCC in no rush over Apple fee deal
The Australian Consumer and Competition Commission remains firm in its resolve not to rush a decision on Apple Pay, having delayed one "urgent" attempt by the Big Four banks (minus ANZ) and Bendigo Bank for an interim authorisation to bargain with Apple over access to payments systems and fees. But the issue is still very much alive, its chairman Rod Sims told the ABC last night.In an interview with ABC TV's The Business, Sims' demeanour was one of unconcern over delays in deciding where the issue of competition lay."An interim authorisation," Sims said, "was usually only granted where it's a fairly straightforward issue ... this is a complex issue so it should be no surprise that we did not grant an interim as we only had a month to look at it," he said.The complexity means the case needs time. "We had a big submission in from Apple and now the banks have asked us to push back our decision by two to three weeks for them to respond to the Apple submission. On the one side you have Apple - and its exclusivity is anti-competitive - and on the other some the very large banks aiming to get together. We need to understand the concerns of both sides and work our way through it," he told the ABC.ANZ Bank is the only Big Four bank so far that has signed up for Apple Pay.
