APRA moves ahead on Financial Claims Scheme
APRA has responded to a very low key industry consultation over the proposed data collection scheme for its Financial Claims Scheme. The details were first published on 29 August.In essence, the Australian Prudential Regulation Authority proposal was to require locally incorporated authorised deposit-taking institutions to submit semi-annual data under a new Australian Reporting Standard ARS 910.0, commencing the period ending 31 December 2018.The industry response has been underwhelming, considering what is at stake: over the past three months APRA has received just four submissions from reporting entities and industry associations.The main issues raised were over the implementation timeline and the alignment of definitions with other APRA data collections. APRA has remained unmoved over the commencement time and date. "The reporting standard commences for the period ending 31 December 2018. The first reporting forms are due to be lodged on 13 February 2019, and are to be completed on a 'best endeavours' basis'," APRA explained.Another industry submission called for greater clarity over the data concepts used in the new standard, ARS 910.0 - and garnered a favourable reaction from APRA. The regulator also agreed that aligning definitions would support the efficient and cost effective implementation of the new standard, using work underway to implement the other related Reporting Standards. To assist reporting entities with the preparation of submissions the APRA response included these clarifications: Core Banking System - Entities are now required to identify if an external provider's system is used to generate a "Single Customer View" (also defined in APS 910) and if so, to provide details. Mortgage offset account - the 'Deposit type: Mortgage offset account' has been amended and is now listed as 'Offset account' in Item 1 to align with other standards. Non-residents and related parties - deposits with these institutions should be reported under the relevant counterparty where applicable or under 'Other counterparties' only if none of the existing counterparties are appropriate.
