The banking regulator has advised the big banks to limit their dividend payouts, according to a report in the Financial Review. The Australian Prudential Regulation Authority sent a letter to banks last week reminding them that they needed to maintain adequate capital buffers. According to the report, in follow-up calls APRA told bankers that it was preparing capital requirements for domestic systemically important banks and the banks should not be paying high dividends. NAB's BNZ has confirmed that it has cancelled about 150 pre-approvals for high loan-to-value ratio loans to ensure it stays within the "speed limit" applied by the Reserve Bank of New Zealand, which came into force on October 1. BNZ joins CBA's ASB and Westpac in withdrawing pre-approvals. ANZ NZ said on Wednesday that it currently has no plans to withdraw pre-approvals, which are usually valid for six months. ANZ NZ said a database issue in its computer system stopped many electronic payments of wages and bills from being processed on Tuesday evening. ANZ said the problem was resolved by mid-morning and the transactions were completed. Westpac, BNZ and Kiwibank all reported delays in payments from ANZ to their customers. Miles Hampton has taken over as chairman of MyState Ltd from Michael Vertigan, who stepped down at the company's annual general meeting on Tuesday. Hampton has been a MyState director since 2009. He is a director of Tasmanian Perpetual Trustees, Australian Pharmaceutical Industries and the Van Diemen's Land Company. His background is in agribusiness; he was managing director of Roberts Ltd from 1987 to 2006. Westpac Institutional Bank has appointed Janie Wanless to the role of managing director of financial institutions, government, health and diversified relationships in its corporate and institutional banking division. Wanless is moving on from Bank of America Australia, where she was country manager. She has also held senior positions at HSBC and Commonwealth Bank.
