COBA backs triage option for EDR

The Customer Owned Banking Association has given its support to the triage proposal in the review of the external dispute resolution in financial services, arguing there is no strong case for merging established schemes.In a submission to the EDR review, COBA said: "The two dispute resolution schemes operating in retail banking, the Financial Ombudsman Service and the Credit and Investments Ombudsman, are performing effectively."The benefits of having two ASIC-approved schemes, rather than one, are the capacity to benchmark service levels, efficiency and costs and to create competitive tension to drive innovation and better performance."COBA says a triage overlay, one of the options being considered by the review, would build on the strengths of the existing system by providing the one-stop shop facility to direct them to the right scheme."The service should be operated by an appointee of the boards of the two schemes and it should be funded by the schemes," COBA said.COBA said its overall view was that EDR in the industry was "performing effectively". "From a financial services provider perspective, we have confidence that the system leads to the right outcome which is available at low cost and generally follows principles of fairness and good judgment."However, the generally good performance does not apply to victims of financial advice scandals, victims of life insurance scandals and business borrowers.COBA's view on the establishment of a tribunal is that it would work in a limited capacity, as a forum to deal with commercial loans.
