EDR review panel members appointed
University of Melbourne professor of commercial law Ian Ramsay will chair a panel that will advise the government on the role, powers and governance of the financial system's external dispute resolution and complaints schemes.Part of last month's package of financial sector reforms announced by the Treasurer included a review of the industry's external dispute resolution system.One possible outcome of the review is the integration of the Financial Ombudsman Service, the Credit and Investments Ombudsman and the Superannuation Complaints Tribunal to create a "one-stop shop".The other members of the panel are Julie Abramson, a lawyer who was appointed part-time commissioner at the Productivity Commission last year; and Alan Kirkland, the chief executive of consumer group Choice.Announcing the appointments yesterday, Assistant Treasurer Kelly O'Dwyer said: "The government is committed to ensuring these bodies are working as effectively as possible to meet the needs of users."In related developments, the government has asked the Australian Securities and Investments Commission to work with FOS on a review of its small business jurisdiction, with a view to including a wider range of business loans in FOS's mandate.The government has also increased funding for the Superannuation Complaints Tribunal by A$5.2 million to help deal with its complaints backlog and improve its processes.And the Australian Bankers Association has undertaken to evaluate the establishment of an industry-wide mandatory compensation scheme of last resort. FOS and consumer groups have been pushing for this for some time.Under such an arrangement, consumers of financial products who receive an ombudsman's determination in their favour would have access to compensation where a provider's professional indemnity insurance was insufficient to meet claims.
