UK lawyer heads AFCA
David Locke will be the chief ombudsman and chief executive officer of the Australian Financial Complaints Authority, Helen Coonan, chair of the board of AFCA announced on Friday.AFCA is the new complaints resolution service for the financial sector that will replace the Financial Ombudsman Service, the Credit and Investments Ombudsman and the Superannuation Complaints Tribunal. Locke will commence with AFCA on Monday next week.Raised and educated in Britain, Locke has worked exclusively in the not-for-profit and public sectors, starting out as a solicitor at the Mary Ward Legal Centre in north London, his LinkedIn profile shows.In 2002, Locke joined the Charity Commission of England and Wales, going on to lead the commission's Charity Services Division. He was executive director of Charity Services from September 2007 for a four year stint.The Australian government then lured Locke as chief adviser to the Australian Charities and Not-for-Profits Commission Taskforce. In April 2012 Locke was appointed as assistant commissioner at the ACNC."David brings a very strong track record as an experienced senior leader involved in all aspects of establishing and operating complex legal and regulatory service-based organisations in Australia and UK," Coonan said in a media release. "David has worked effectively with stakeholders across the spectrum from government, regulators, senior management in the business community as well as people with significant vulnerabilities."
