Briefs: APRA approves CCP membership, PayPal secures utilities deals

  • APRA has sent a no-objection letter to locally incorporated ADIs and foreign ADIs seeking direct membership in central counterparties for the conduct and settlement of over-the-counter derivative transactions. APRA said banks in Australia were considering expanding their participation as members of CCPs in their own right, rather than using brokers or subsidiaries to participate.
  • PayPal says select utilities are to feature the PayPal service as a payment option on bills. It cited agreements with Australian Power & Gas and Telstra to allow bill payments via PayPal online and on mobile phones.
  • The Financial Stability Oversight Council in the US proposes to designate GE Capital as systemically important financial institution. The Federal Reserve is yet to finalise its requirements for systemically important non-bank financial companies, but may include stress tests and higher capital holdings.
