The New Zealand government has announced plans to establish a consumer data right, which will be aligned with the Australian CDR regime.
NZ Commerce and Consumer Affairs Minister David Clark said the government is working on the regulatory structure and will look to introduce legislation next year.
A government discussion document says: “There is increasing recognition of the growing importance of the value associated with data, including its role as an input to service provision. Consumer data portability is limited in New Zealand.”
The NZ CDR regime will be rolled out industry by industry, as is happening in Australia. Open banking is the first iteration of CDR in Australia.
Accreditation of data recipients and consumer control of their data will be central to the system.
There have been some sector-led initiatives in New Zealand to promote data portability. In banking, the Payments NZ API Centre has developed standards but there has been very limited implementation.
